The Stabilization Department focuses on empowering individuals and families by addressing essential needs such as housing, utilities, and food security. Through programs like rental assistance, energy support, and our food pantry, we provide resources that foster stability and self-sufficiency. In addition, we offer case management, financial coaching, and tax preparation services, ensuring a comprehensive approach to supporting our community. By partnering with local organizations, we extend our impact and help clients achieve lasting stability.

  • The Energy Assistance Program (EAP), also known as the Low-Income Energy Assistance Program (LIHEAP), is a federally funded, one-time benefit designed to help with utility costs and assist those who are disconnected or at risk of disconnection.

    For Marion County residents who do not qualify for EAP, the Winter Assistance Fund (WAF), supported by United Way of Central Indiana, offers help with rising utility costs. To apply, call or visit a nearby application site or apply online.

    In addition to energy assistance, we provide rental assistance to help individuals and families maintain housing stability during difficult times. We also offer free tax preparation services through the Volunteer Income Tax Assistance (VITA) program for eligible individuals.

    We also connect clients to in-house resources, including workforce development, financial literacy coaching, and our Food Pantry, which is open every Tuesday and Thursday from 12:00–2:30 PM and 3:30–5:00 PM, offering nutritious groceries to families in need.

  • To be eligible for services, you must reside within one of the neighborhoods we serve in Washington and Pike Townships: Crooked Creek, New Augusta, Nora, College Park, Guion, Michigan-Highland, Traders Point, St. Vincent, and Eagle Creek.

    Please note that if you do not live within these neighborhoods, we will not be able to respond to your inquiry.

    If you are eligible and reside in our service area, a case manager will contact you within 3–5 business days for follow-up.

    Additionally, Indiana households with incomes at or below 60% of the State Median Income (60 SMI) may qualify for these benefits. Please refer to the income guidelines below:

    • Household Size 1: $6,954

    • Household Size 2: $9,096

    • Household Size 3: $11,238

    • Household Size 4: $13,377

    • Household Size 5: $15,519

    • Household Size 6: $17,658

    • Household Size 7: $18,060

    • Household Size 8: $18,462

    • Winter Assistance Fund (WAF): October to June

    • Energy Assistance Program (EAP): Late November to April

    • Volunteer Income Tax Assistance (VITA): January to Mid-April

    • Rental Assistance: Available year-round

  • 7-14 business days
    *the timeframes are subject to change based on the volumes of applications being processed

    • Identification: ID for all adults in the household

    • Social Security Cards: Required for everyone in the home

    • Income Verification: Last 3 months' worth of paycheck stubs

    • Bank Statements: Last 3 months' worth of bank statements

  • Applicants enrolled in Housing Counseling Services with one of our network providers may qualify for an additional 3 months of rental assistance by meeting the following criteria:

    • IERA 2 Assistance: The applicant has applied for and received assistance through the IERA 2 program.

    • Active Participation: The applicant is currently engaged in Housing Counseling or Case Management services.

    • Progress Evaluation: The applicant has demonstrated improvement by achieving a score of self-sufficient or thriving in at least one of the twelve life areas within the Family Development Matrix where the household previously scored below self-sufficient.

    FATE - Benevolence Fund Support

    Through our FATE initiative, we assist faith-based organizations by providing case management support in conjunction with their financial contributions to clients. This partnership ensures a comprehensive approach to addressing client needs.

Christel House DORS is a tuition-free high school for adults 18 and older that want to earn their high school diploma. Whether you never attended high school, or just have a few classes left to finish, DORS Northwest can help you reach your goal of graduating and taking the next step on your path. All of our students earn a career certification or college credits through Ivy Tech before they graduate, and our College and Careers program supports our graduates for up to two years after earning their diploma. Whether you're moving on in your career or going back to school, we're there to walk beside you and support you in that process. 

Our partnership with Fay Biccard Glick Neighborhood Center allowed us to open DORS Northwest in August 2023. Our students have access to all of the wonderful services the Center provides to their clients and community, including the food pantry, mental health services, childcare, and career and financial coaching.
